Batman's supposed drugs are actually a LSD/Psilocybin derivative, maybe even a plant based defence substance like JA or Ethylene.

At low doses, LSD et al give you pleasurable effects. At high doses, it can be paranoia inducing a la Batman.

It also depends on the manner and situation in which drugs are distributed. Peaceful settings and calm expectations? Usually you will have a good trip. But being anxious or scared or terrified or panicked? Say hello to a bad trip.
